| What’s new at the Arterial Network? |
| Meeting of European Agencies working in Culture in Africa |
| The British Council initiated a meeting of European agencies working in the field of culture in Africa in Brussels on 22 March 2010. Mulenga Kapwepwe, Chairperson of the Arterial Network, represented the organisation at this historic meeting which aimed to synergise and complement the activities of the respective agencies. A range of areas for possible collaboration was identified and it was agreed that a position paper comprising elements of the British Council document Creative Coalitions: Strengthening partnerships through the Arts, ideas arising out of this Brussels meeting and various Arterial Network recommendations would be developed for presentation at the forthcoming culture and development conference in Gerona, Spain. |

| The Secretary General of Arterial Network has been invited to serve on the Follow Up Committee of the Brussels Colloquium between EU members and ACP countries that met in April 2009 around the theme of Culture as a Vector of Development. The Colloquium produced the Brussels Declaration by Artists, Cultural Professionals and Entrepreneurs with the Gerona meeting – scheduled for 4-5 May - serving as an important next step in implementing some of the recommendations arising out of the Brussels Colloquium. |
| The African Cultural Capital Forum and Events |
| A forum on African Cultural Capitals was organized in Accra by AccraCan on 12, 13 March in partnership with the Goethe-Institut Accra, UNESCO Ghana , the Accra Metropolitan Assembly and the French Embassy in Accra. It brought together delegates from Benin, Cote d’Ivoire, Mozambique, Algeria, Cameroon, Nigeria, South Africa and a large number of Ghanaian artists and art professionals to deliberate on the concept; to agree on the criteria needed for African cities to become creative cities and cultural capitals; and to look at ways to involve regional, continental and global institutions to facilitate this goal. A number of Arterial Network members also participated in the event which built on some of the recommendations around this theme, emanating from Arterial Network’s conference in Johannesburg in September 2009. After much discussion and debate, participants agreed to establish a network named “AfricaCAN”, whose goal is to move the African Cultural cities and then Cultural Capital project forward, was also formed through a resolution, with a temporary home in Accra. This network will work closely with existing networks and institutions on the continent. |
| Second Advocacy and Network Training Session |
| The second Arterial Network training session in building national advocacy and networking lobbies will take place in Yaounde, Cameroon from 10-20 April with participants from 15 African countries, representing all five regions of the continent. Supported by the European Union and HIVOS, this training session is key in creating the core national affiliates of Arterial Network. |
| Cultural Policy Task Group Members Announced |
| An Arterial Network Cultural Policy Task Group has been established to devise proposals – from a civil society perspective - for a generic cultural policy for African countries based on existing international and African cultural policy documents and to devise an Index against which to measure on an annual basis, the progress of African countries in the arts, culture and heritage sphere. The 12 members of the Task Group are Tade Adekunle (Nigeria), Korkor Amarteifio (Ghana), Basma el Husseiny (Egypt), Mulenga Kapwepwe (Zambia), Carole Karemera (Rwanda), Ammar Kessab (Algeria), Joy Mboya (Kenya), Farai Mpfunya (Zimbabwe), Patrick Mudekereza (DRC), Paul Nkwi (Cameroon) and Michael Soumah (Senegal). The Cultural Policy Task Group will meet in Harare on 28, 29 April. |
| Seminars, Reading Groups and Blogs |

Participants in the Cultural Policy Seminar in Nairobi in November last year agreed that Arterial Network should host monthly seminars around particular cultural policy issues and supplement these with reading groups that would delve in greater depth into these themes. Introductory papers would be developed to serve as a basis for these seminars and reading groups, which would then be further developed over the course of the year and eventually published as Arterial Network position papers on themes such as culture and development, creative industries and intercultural dialogue. Arterial Network members would also be encouraged to write weekly blogs about any matter they deemed appropriate in effort to promote debate and stimulate new insights.
Thus far, we have produced two introductory papers (on culture and development and the creative industries); six blogs have been published, seminars have been held in a few countries and at least two reading groups have been established. The network and training session in Cameroon – in which a number of country representatives will participate – will give further impetus to these cultural policy initiatives. |
| Engaging with International Counterparts |
| Following the arts marketing workshop held at the Harare International Festival of the Arts last year, the National Arts Council of South Africa has approved funding for the production of an Arts Marketing Toolkit appropriate to the range of African conditions. A pilot toolkit on advocacy and networking needs to be prepared for the second training session on advocacy and networking to be held in Cameroon in mid-April, and it the toolkit will be further developed after the session. A Directory on African Arts, Culture and Heritage – based largely on www.artsinafrica.com website – will be published later this year. This is to invite project managers to oversee the research, preparation, design, production and marketing of the Arts Marketing toolkit, the Advocacy and Network toolkit and the Directory on African Arts, Culture and Heritage. | Coordination of IFACCA Africa |
| The African Arts Institute - which houses Arterial Network’s Secretariat – has been contracted on a part-time basis to coordinate the African chapter of the International Federation of Arts Councils and Culture Agencies (IFACCA). The first meeting of this chapter is provisionally scheduled to take place in Harare on 29 and 30 April, and will be co-hosted by the National Arts Council of Zimbabwe. |

| Calls for Funding Applications UNESCO- International Fund for Cultural Diversity (IFCD) |
| The 2010 Call for applications to the Fund is now open, to support projects and activities that aim to foster the emergence of a dynamic cultural sector. It is intended for cultural operators from countries which are Parties to the Convention on the Protection and Promotion of the Diversity of Cultural Expressions (35 ACP countries). Funding requests are to be submitted using an application form and through the designated official channels. | Capacity-building for Culture in Development: using new UNESCO policy/programming tools call for interest |
| Background/context: As part of UNESCO initiatives to promote the culture and development agenda, the organization is currently seeking consultants to support the project “Capacity- Building for Culture in Development: Using New UNESCO Policy/Programming Tools” funded by the Spanish Ministry of Foreign Affairs and Cooperation. Project objectives and methodology: The project intends to support decision makers and key policy actors in reviewing policies and programmes in the area of culture and development in five of the following six countries: Burkina Faso, Cambodia, Costa Rica, Ecuador, Mali and Morocco. This capacity building exercise will use a set of innovative UNESCO policy tools, namely a) The Cultural Policy Framework for Mainstreaming Cultural Diversity and Intercultural Dialogue in National Development Strategies (2009), b) The Cultural Diversity Programming Lens (rev. 2010) and c) the Cultural and Creative industries Policy Guide (2009). These tools will be tested and adapted through training workshops tailored to the needs of target countries and facilitated by a group of resource persons. The project will also establish a pool of expertise supported by a knowledge-sharing platform on the policy tools, project outcomes, examples of revised policies/programmes and lessons learnt. This electronic platform will be made accessible to participating countries and other interested stakeholders though the UNESCO Culture Sector Portal. UNESCO is seeking: 1) Two consultants to contribute to the preparation and facilitation of an international workshop (late June 2010) aimed at designing the five training workshops to be held at the country level. Consultants will be in charge of elaborating the module(s) for the prototype trainings in cultural policy-making and provide backstopping to the project team as required. Profile - Extensive experience in providing policy advice and training in policy-making for culture and development - Proven track record in policy making processes in developing countries - Experience in policy advice and training in the field of creative and cultural industries - Good knowledge and understanding of UNESCO instruments, tools and approaches on cultural diversity, intercultural dialogue and development. - University degree in social sciences (anthropology, political science, social/cultural studies and/or development studies); - Excellent language competence in French and English with Spanish as an asset. 2) Five consultants to work at country level in close collaboration with the international team. Their tasks will include the design of training modules tailored to the specific needs and profile of the participating policy-makers and programmers and preparing the required materials (programme, description of the training and its objectives, handouts, presentations, etc…). The country level consultant will co facilitate the national training workshop and write a report consolidating the outcomes, highlighting the lessons learnt and recommendations for follow-up. | Agenda 21 Culture: Call for proposals 2010 |

The Committee on culture is pleased to announce the call for proposals based on the Agenda 21 for culture, aimed at countries in Africa, Ibero-America and the Mediterranean, for cities and local governments which are direct or indirect members of United Cities and Local Governments - UCLG. The involvement in the project by a non-profit organisation or an educational institution in the city or country concerned is highly recommended, and it will be an advantage.
The projects would be based on the Agenda 21 for culture, which is the UCLG’s reference document for local cultural policies. The Agenda 21 for culture is the first document which links culture with sustainable development, diversity, interculturalism and local governance. The projects will come under at least one of these goals: Goal 1: Local cultural governance. Improving municipal capacities on local cultural policies and governance. Goal 2: Education, training and capacity building. Enhancing competencies for municipal cultural management and international cultural cooperation. Goal 3: International cultural cooperation projects in the arts and heritage. Deadline for projects to be submitted is 22 June 2010. | Training Workshops on New Media, ICT, and Wireless Technologies for Social Change |
| Mekong ICT Camp is a biannual training workshop on information, communication, and technologies for citizen media, community health, and civil society practitioners in Mekong sub-region. Participants are welcome from EVERY country. About 60 participants will be selected from Mekong sub-region, another additional 5-10 will be selected from outside. The camp is organized by Thai Fund Foundation and Opendream, in collaborations with partners. Two main themes we are thinking about for this camp: 1.Open mobile technologies for community communication, disease surveillance and disaster relief; and 2.DIY information activism and citizen journalism. | The Africa Travel Association (ATA) was established as an international travel industry trade association in 1975 with a mission to promote travel and tourism to Africa, and to strengthen intra-Africa partnerships. As the world's premier travel industry trade association, ATA provides services to a broad range of members including: tourism, Diaspora, culture, and sports ministers, tourism boards, airlines, hoteliers, travel agents, tour operators, travel trade media, public relations firms, consulting companies, non-profit organizations, businesses, small and medium-sized enterprises, and other organizations engaged in tourism promotion. The Africa Travel Association (ATA) announces that registration is now open for the 35th Annual Congress, May 17-20, 2010 at the Sheraton Gambia Hotel Resort and Spa in The Gambia. Hosted by The Ministry of Tourism and Culture, The Hotel Association, and private sector partners in The Gambia, the theme of this year's event is Discover Africa’s Genuine Warmth. The four day international networking and learning event will engage delegates in discussions on a range of industry topics; marketing and promotions, public-private partnerships, infrastructure development, niche markets, industry trends, development, responsible tourism, climate change, advocacy, and social media. Attending Ministers will participate in a special roundtable discussion on tourism policy choices for the African continent. The program will include several evening events and receptions. Special events include the ATA Business-to-Business Exchange for Buyers and Sellers, which offers travel professionals an opportunity to meet and develop business relationships and linkages with 15-minute face-to-face appointments. ATA's Young Professional Network will also meet with local hospitality professionals and students during the Congress and an African Marketplace will be open. Finally, on two separate half-day tours, delegates will explore the historical sites of Albreda and Juffureh, among the country's other leading tourist attractions. The Culture Sector of UNESCO is organising an online discussion to analyse and challenge the perception of risk in funding the cultural and creative sectors in developing economies. This online discussion is part of a number of initiatives put forward to generate visibility for the culture and development agenda, as well as to catalyze the international community’s commitment and action.
UNESCO’s discussion will act as an interactive forum for individuals to share best practices and research, to collaborate and to exchange and debate on topics related to perceptions of risk involved in investments in culture in developing countries. A two-day symposium on this same theme will be held at UNESCO headquarters on 16 and 17 April, where key messages from the discussion will be shared with symposium participants in order to inform debates. | Recent Developments at CHIPAWO |
| Previously called Children's Performing Arts Workshop, CHIPAWO is an arts education Trust that is all about sharing. It is based in Zimbabwe. As a result of the financial difficulties CHIPAWO has been experiencing over the last few months, at its recent meeting the Board of CHIPAWO approved some dramatic remedial measures aimed at ensuring the continued operations and viability of the organisation. These include a change at the top in CHIPAWO. As from 1st April, after many years at the helm, Dr Robert McLaren will cease to be Executive Director of CHIPAWO in Zimbabwe. Young Chipo Basopo, who has headed the CHIPAWO Programmes Unit for the last few years, will take over, with the position of Manager. Dr McLaren will now concentrate on trying to develop CHIPAWO World as Director. Both Dr McLaren and the Chairman, Mr Stephen Chifunyise, will be available for consultation and assistance as the young Manager settles into her new responsibilities. Chipo has been responsible for the Arts Education for Development and Employment and did wonderfully in her co-ordination of children's events such as the annual children's Christmas Show. She is also a versatile actress and has acted in many of New Horizon Theatre Company's productions. She will be assisted by CHIPAWO graduate, Ms Deon Picardo, and the veteran Principal Trainer, Mr Enock Majeza, a pillar of CHIPAWO traditional dance since its inception.
