Welcome to the March newsletter from the ARTerial Network, an informal, dynamic network of individuals, organisations, donors, companies and institutions engaged in the African cultural sector. The Network was formed to support the effectiveness and growth of the African arts and culture civil society and to enhance the sustainability of creative industries in Africa.
We have changed the Arterial Network Newsletter format! In response to feedback, we will now have the whole English version followed by the whole French version, rather than change languages for each paragraph. Furthermore, considering the growing amount of information, we have organised the newsletter by sections, which should make reading easier.

I.What’s new with the Arterial Network?

Music journalists attend arts journalism course

The Arterial Network, the African Arts Institute and the British Council co-operated in recruiting and funding two music journalists – one from Francophone and one from Anglophone Africa – to attend a music journalism course that ran alongside the Cape Town International Jazz Festival from 28 March-4 April.

Kimani wa Wanjiru from Kenya and Telesphore Mba Bizo from Cameroon participated in the highly successful course coordinated by veteran jazz journalist, Gwen Ansell.
The organisers of the Cape Town International Jazz Festival announced that there would be a Luanda Jazz Festival, and these festivals, together with other jazz festivals, could be part of a continent-wide jazz festival circuit. There are moves afoot to develop similar music journalism courses to coincide with these festivals, with a “Train-the-Trainers” programme in which capacity is developed to offer such training across Africa wherever these festivals take place.

Harare International Festival of the Arts (HIFA) arts marketing workshop

The National Arts Council of South Africa has provided funding for an arts marketing workshop to be held in Harare on 30 April-1 May. The aim of the workshop is to build regional markets for creative products, to exchange ideas on best practice models to market work in all genres and to establish networks of practitioners engaged in arts marketing.
Organised by the Arterial Network and the African Arts Institute, the workshop will be part of the Harare International Festival of the Arts (HIFA) and will bring together about 25-30 participants from 10 Southern African countries.
A further aim of the workshop is to produce an arts marketing toolkit that outlines a range of marketing strategies appropriate to varied conditions between and within African countries.

Regional distribution circuits and cultural tourism

One of the aims of the Arterial Network is to help to build new and consolidate and expand existing distribution circuits for creative products on the continent. This year, the African Arts Institute and the Arterial Network will bring a few practitioners to the National Arts Festival in Grahamstown, South Africa, with a view to building a regular presence of African performing and visual arts products at the Festival.

Already, groups like African Synergy have done very valuable work in developing circuits of venues across the region to tour African artists.
In the short-to-medium term, key festivals and cultural events on the continent will be identified and tour packages will be created around events such as HIFA, the Dakar Biennale, the Busara Music Festival, the Danse Bamako Dance Festival, etc, and sold to international and African tourists keen to experience African creativity on the continent, but who may have difficulty in accessing such events.

African Arts Institute launched to house Arterial Network Secretariat

Spier, a key sponsor of the arts in South Africa, has provided funding to the Arterial Network Secretariat to establish the African Arts Institute, a legal entity to house the Secretariat and undertake various projects in its own right and in cooperation with other partners to develop and promote creativity on the continent.
The vision of the Institute is for a vibrant, dynamic and sustainable African creative sector that contributes to development, human rights and democracy on the on the continent, and projects African aesthetics and intellectual content into the international arena.
Its mission is to develop the networks, capacity, leadership, intellectual knowledge and strategies and to collect and distribute the information, data and resources necessary to develop and sustain creative practice in Africa in line with its vision.

While the Arterial Network remains and acts as a dynamic network, the Institute provides it with the legal, organisational and infrastructural support that it requires to be effective. It is envisaged that the Institute will collaborate with similar institutes in other African regions in order to help to build sustainable civil society practice in the creative sector.

The Board of the Institute includes Mulenga Kapwepwe, chairperson of the Arterial Network Task Team and Chairperson of the Zambian Arts Council; Lupwishi Mbuyamba, Executive Director of the Observatory for Cultural Policies in Africa based in Maputo; Harry Garuba, head of the Centre for African Studies at the University of Cape Town; Chris Kabwato, Director of Highway Africa; Annabell Lebethe, Director of Creative Industries in Gauteng’s Department of Culture; Christi van der Westhuizen, author, Zeona Jacobs, Chief Corporate Officer for Cell C and journalist and Amrish Bissoon, economist and cultural consultant.

Head of Secretariat appointed Programme Director of the World Summit on Arts and Culture

The head of Arterial Network’s Secretariat, Mike van Graan, has been appointed as the Programme Director of the fourth World Summit on Arts and Culture to be hosted by the National Arts Council of South Africa in Johannesburg from 22-25 September 2009. He is responsible for helping to devise the programme and speakers for the event that will explore the theme “Meeting of Cultures: Creating Meaning through the Arts”.
The Arterial Network’s biannual conference will take place just prior to the Summit to ensure that many of its delegates from the continent can participate in the World Summit too.

Second Arterial Network conference and Art Moves Africa

Numerous applications have already been received for the second continent-wide conference of the Arterial Network scheduled for 20-22 September in Johannesburg. Between 65 and 75 delegates are expected to attend representing all the regions of the continent, and as many of the countries as possible.
The theme of the conference is “Advancing the rights and status of African artists through the Nairobi Plan of Action on Cultural Industries”. The Nairobi Plan has been adopted by the African Union and African Ministers of Culture and it represents an opportunity for civil society organisations to promote their interests and better conditions for artists working and living in African countries.

First Arterial Network Winter School for African artists’ networks

The first winter school to provide in-service training to build sustainable artists networks and advocacy groups in Africa, will take place from 1-10 June 2009 in South Africa. Final selections are currently being made to ensure representation from all regions, and from as many countries as possible. The European Union has provided funding for this (southern hemisphere) winter school that will be offered over the next three years in order to help build and forge links between 25-30 national artists’ networks on the continent.

Danish Images of My World Festival

A key partner of the Arterial Network – the Danish Centre for Culture and Development – hosted a seminar in early March in Copenhagen with more than 60 delegates from around the world to begin to plan the Images of My World Festival to be hosted in Denmark in September 2010. There has been a number of Images festivals since the early nineties that have showcased art from the developing world – including Africa - the most recent being the Images of the Middle East festival in 2006. The 2010 Festival will be the next in the series and will include participation by numerous African artists.

Artists, designers and theoreticians are invited to submit research and production proposals to become a researcher at the Jan van Eyck Academie. Candidates can either apply with a topic of their own or for a project formulated by the institute itself. In order to realise these projects, the Jan van Eyck offers the necessary made-to-measure artistic, technical and auxiliary preconditions.
The academic year runs from 1 January to 31 December. Research candidates can apply for a one-year or two-year research period starting annually on 1 January. It is also possible to apply to do research for a different period and with a different starting date.

Lola Kenya Screen 2009 Workshop Seeks ‘TV Drama for Children’ Adult Participants

Lola Kenya Screen, the annual international audiovisual media platform for children and youth in eastern Africa, is looking for 10 practising Kenyan filmmakers interested in making television drama films for children and youth during its 4th Lola Kenya Screen festival in Nairobi, Kenya in August 2009.
A five-day practical workshop on making television drama films for children and youth will be held with a leading international trainer with experience in both coaching professionals as well as working with children and youth.

To participate, each local filmmaker is expected to:
1. Apply, providing letter of motivation and expectations
2. Provide a detailed CV or filmography
3. Commit oneself to attend all the training sessions without exception
4. Be ready to make a short film (3-5 minutes) from the training
The objective of the Lola Kenya Screen film production workshops is to develop and build a network of professional filmmakers and trainers interested in the production, exhibition and promotion of high quality films for children and youth.

L’Arterial Network, l’African Arts Institute et le British Council se sont réunis pour financer la participation de deux journalistes musicaux d’Afrique-l’un francophone, l’autre anglophone- à la formation en journalisme spécialisé dans la musique qui s’est déroulée en parallèle avec le Festival de Jazz International de Cape Town, du 28 mars au 4 avril.

Kimani wa Wanjiru, du Kenya, et Télésphore Mba Bizo, du Cameroun, ont ainsi pu participer à ce cours extrêmement réputé coordonné par une personnalité du monde du journalisme de jazz, Gwen Ansell.
Les organisateurs du Festival de Jazz International de Cape Town ont annoncé qu’il y aurait un Festival de Jazz à Luanda, et que ces festivals, avec d’autres festivals de jazz, pourraient constituer un circuit de festivals de jazz continental. Dans ce contexte, il est envisagé d’organiser des formations similaires en journalisme musical pour coïncider avec les différents festivals, avec un programme de formation de formateurs, afin de développer les capacités de transmettre de tels outils sur tout le continent, là où les festivals auront lieu.
 

Le Conseil National pour les Arts d’Afrique du Sud a offert un financement pour organiser une formation de marketing artistique au sein de HIFA le 30 avril et le 1er mai. Le but de cet atelier est de construire des marchés régionaux pour les produits de l’industrie créative, d’échanger des modèles de bonnes pratiques pour faire la promotion de ces produits de toutes les disciplines et d’établir des réseaux de professionnels impliqués dans le marketing artistique.

Organisé par l’Arterial Network et par l’African Arts Institute, cet atelier fera partie du Festival International d’Harare pour les Arts (HIFA) et rassemblera entre 25 et 30 participants de 10 pays du sud de l’Afrique.
A la suite de cette formation sera assemblé un manuel rassemblant les différents outils et stratégies de marketing, en fonction des conditions variables et des différents pays d’Afrique.

L’un des buts de l’Arterial Network est d’aider à construire ainsi qu’à consolider et étendre des circuits de distribution pour les produits de l’industrie créative sur le continent. Cette année, l’African Arts Institute et l’Arterial Network vont réunir plusieurs professionnels lors du Festival National pour les Arts de Grahamstown, Afrique du Sud,
dans l’espoir de construire une présence artistique africaine, tant en arts de la scène qu’en arts visuels, au sein du Festival.
D’ores et déjà, des groupes tels qu’African Synergy ont effectué un travail estimable en développant des circuits d’espaces d’accueil à travers la région pour les artistes africains en tournée.

Dans un court à moyen terme, les festivals ainsi que les évènements culturels clé du continent seront identifiés et des circuits touristiques seront organisés pour assister à des évènements tels qu’HIFA, la Biennale de Dakar, le festival de music Busara, le festival de danse de Bamako, etc. Ces circuits seront vendus à des touristes du monde entier, notamment d’Afrique, avides de témoigner de la créativité africaine sur le continent mais confrontés à de multiples difficultés pour accéder à de tels évènements.

Lancement de l’African Arts Institute et hébergement du Secrétariat de l’Arterial Network

Spier, sponsor clé en matière d’arts en Afrique du Sud, a mis à disposition du Secrétariat de l’Arterial Network des financements pour établir l’African Arts Institute, entité légale visant à héberger le Secrétariat ainsi qu’à entreprendre de multiples projets dans son bon droit et en coopération avec d’autres partenaires afin de développer et de promouvoir la créativité sur le continent.

L’African Arts Institute (AFAI) aspire à un secteur créatif africain retentissant, dynamique et durable qui contribue au développement, aux droits de l’homme et à la démocratie sur le continent, et à propulser l’esthétique et le contenu intellectuel africains sur la scène internationale.
Sa mission est de développer les réseaux, la capacité, le leadership, les connaissances intellectuelles et les stratégies, ainsi que de rassembler puis distribuer les informations, les données et les ressources nécessaires pour développer et rendre durable les pratiques créatives en Afrique, conformément à sa vision.
Si l’Arterial Network demeure et agit en tant que réseau dynamique, l’AFAI lui procure un soutien légal, organisationnel et infrastructurel nécessaire pour sa bonne marche. L’AFAI envisage de collaborer dans le futur avec d’autres instituts similaires d’autres régions d’Afrique afin d’aider à construire une pratique durable de la société civile dans le secteur créatif.

Le Chef du Secrétariat de l’Arterial Network nommé Directeur de la Programmation pour le Sommet Mondial pour les Arts et la Culture

Le Chef du Secrétariat de l’Arterial Network, Mike van Graan, a été nommé Directeur de la Programmation pour le quatrième Sommet Mondial pour les Arts et la Culture qui aura lieu à Johannesburg du 22 au 25 septembre 2009. Il est chargé d’aider à mettre en place un programme et à désigner des intervenants pour cet évènement qui explorera le thème : « Rencontre de Cultures : Créer du Sens à travers les Arts ».
La conférence biannuelle de l’Arterial Network se tiendra juste avant le Sommet afin que beaucoup de délégués présents au moment de la Conférence puissent assister au Sommet Mondial.

Deuxième Conférence de l’Arterial Network et Art Moves Africa

De nombreuses candidatures ont déjà été reçues pour participer à la deuxième conférence de l’Arterial Network prévue pour avoir lieu du 20 au 22 septembre à Johannesburg. Nous attendons entre 65 et 75 délégués, représentant toutes les régions du continent, et autant de pays que possible.

Le thème de la conférence sera « Mettre en avant les droits et statuts des artistes africains en s’appuyant sur le Plan d’Action de Nairobi sur les Industries Culturelles ». Le Plan d’Action de Nairobi fut adopté par l’Union africaine et par les ministres africains de la culture et il représente une opportunité pour les organisations de la société civile de promouvoir leurs intérêts et de meilleures conditions pour les artistes travaillant et demeurant dans les pays africains.

L’organisation Art Moves Africa appuiera le financement des dépenses de voyage des délégués, comme vous avez pu le voir dans notre dernier courrier. La première école d’hiver visant à soutenir la mise en place de réseaux d’artistes et de groupes d’intérêt durables en Afrique aura lieu du 1er au 10 juin 2009 en Afrique du Sud. Les sélections finales sont en cours et aspirent à voir toutes les régions du continent représentées, et ce d’autant de pays que possible. L’Union européenne a mis à disposition de l’Arterial Network des financements pour mettre en place cette école d’hiver (de l’hémisphère sud) qui sera organisée trois années consécutives pour créer et renforcer des liens entre 25 à 30 réseaux d’artistes nationaux sur le continent.

Partenaire clé de l’Arterial Network, le Centre danois pour la culture et le Développement a organisé un séminaire début mars à Copenhague réunissant plus de 60 délégués du monde entier pour commencer à planifier les Festival Images de Mon Monde, qui se tiendra au Danemark en septembre 2010. De nombreux festivals de ce genre ont été organisés depuis le début des années 90, exhibant le travail artistique du monde en voie de développement –notamment d’Afrique – le plus récent étant le festival Images du Moyen-Orient en 2006. Le Festival de 2010 sera le prochain de la série et impliquera la participation de nombreux artistes africains.
 

L’académie Jan van Eyck invite artistes, designers et théoriciens à soumettre leurs propositions de recherches et de production pour devenir l’un de ses chercheurs. Les candidats peuvent postuler pour un sujet de leur choix ou pour un suet proposé par l’institut lui-même. Afin de réaliser ces projets, l’Académie offre les préconditions artistiques, techniques et auxiliaires sur-mesure nécessaires.
L’année académique se déroule du 1er janvier au 31 décembre. Les candidats chercheurs peuvent postuler pour une période d’un ou de deux ans. Il est également possible de postuler pour une période différente et ne commençant pas le 1er janvier.

Lola Kenya Screen, la plateforme internationale audiovisuelle annuelle pour enfants et jeunes de l’Afrique de l’est, recherche 10 producteurs de films kenyans intéressés à produire des films de télévision pour enfants et jeunes lors de son 4ème festival Lola Kenya Screen qui aura lieu à Nairobi, Kenya, en août 2009.
Une formation pratique de 5 jours sur la production de films de télévision pour enfants et pour jeunes aura lieu, organisée par un formateur international expérimenté et de renom, tant dans la formation de professionnels du film que dans le travail auprès des enfants et des jeunes.

Pour participer, chaque producteur de film local devra :
1. Postuler en envoyant lettre de motivation et attentes ;
2. Envoyer CV et filmographie ;
3. S’engager à participer à toute la formation ;
4. Être prêt à réaliser un court-métrage (3 à 5 minutes) pour la formation.
L’objectif des ateliers de production de film Lola Kenya Screen est développer et de construire un réseau de professionnels du film et de formateurs intéressés à la production, la représentation et la promotion de films de haute qualité pour les enfants et les jeunes.

Le Campus Euro-Africain pour la Coopération Culturelle aura lieu du 22 au 26 juin 2009 à Maputo, au Mozambique. Le but principal de ce Campus est de réunir, former et échanger les perspectives d’agents culturels d’Afrique et d’Europe afin de réfléchir, de transmettre des connaissances, d’échanger des expériences et de discuter d’initiatives jointes possibles dans le champ de la coopération culturelle, dans un contexte plus large de la participation de la culture au développement durable.
La proposition a été mise en œuvre par la Fondation Interarts et par l’Observatoire des Politiques Culturelles en Afrique (OCPA), dans le cadre d’un programme de coopération culturelle entamé en 2003 qui implique la recherche, la sensibilisation, la formation et la mise en réseaux d’activités.

Le Campus International d’Art Tambo et le Festival « Célébration de la Diversité Culturelle » 2009 auront lieu du 14 au 20 juillet au Centre Culturel Tambo, à Pemba, Mozambique. Il s’agira d’une semaine d’ateliers d’art, de visites auprès des artistes locaux et de représentations.
Les objectifs consistent à promouvoir la diversité culturelle à travers la réunion d’artistes et d’autres personnes de Pemba ainsi que du monde entier, pour venir et produire de l’art, échanger des idées et vivre la diversité culturelle de Pemba et d’autres endroits dans le monde.
Les frais de participation, comprenant les frais de nourriture et de logement s’élèvent à USD 100.

Le 40ème anniversaire du deuxième festival culturel panafricain se tiendra en Algérie du 5 au 20 juillet prochains avec la participation de plus de 8000 représentants du continent et de la diaspora africaine.
L’Algérie, commissionnée par l’Union Africaine pour organiser ce festival sous la bannière « Renaissance africaine », a déjà reçu la confirmation de participation de 44 pays des 53 membres de l’UA.
