Task Team meeting

The Arterial Network Task Team held its meeting in Stonetown, Zanzibar on 11 February to coincide with the meeting of Art Moves Africa and the Sauti za Busara Festival, a celebration of some of the foremost African musicians.

Arterial Network Task Team members were also invited to join a task team set up by the National Arts Council of South Africa to plan and drive how the forthcoming World Summit on Arts and Culture to be held in Johannesburg in September, can leave a lasting legacy for the African creative sector. This team also met in Zanzibar, synergising the use of resources and multiple agendas.

Second Arterial Network conference

After its founding conference on Goiree Island in March 2007, the second continent-wide conference of the Arterial Network will take place from 20-22 September in Johannesburg, just before the World Summit on Arts and Culture. Between 50 and 75 delegates are expected to attend representing all the regions of the continent.

The theme of the conference is “Advancing the rights and status of African artists through the Nairobi Plan of Action on Cultural Industries”. The Nairobi Plan has been adopted by the African Union and African Ministers of Culture and it represents an opportunity for civil society organisations to promote their interests and better conditions for artists working and living in African countries.

Delegates who attended the inaugural Arterial Network meeting as well as delegates linked to national, regional or continental artists’ networks on the continent are invited to apply to attend the conference by submitting a letter of application and motivation to Margerie Vacle, margeriev@africacentre.net, by 31 March 2009.

First Arterial Network Winter School for African artists’ networks

The first winter school to provide in-service training to build sustainable artists networks and advocacy groups in Africa, will take place from 1-10 June 2009 in South Africa. We have received numerous applications from some regions and a lack of applications from other regions. Given our aim to have at least two countries per region represented at the Winter School, we have extended the deadline for applications till 10 March, particular for applicants from Central Africa and North Africa. Arts Journalism training opportunities linked to the Cape Town International Jazz Festival

The African Arts Institute (AFAI) and the Arterial Network together with the British Council are sponsoring two African music journalists to participate in the weeklong Arts Journalism training course being undertaken as part of the Cape Town International Jazz Festival from 28 March to 4 April.

One journalist from a Francophone country and one from another African country will be selected for this course that will include access to the Festival itself.

Progress made since March 2007

At its meeting in Zanzibar, the Task Team evaluated progress made since the launch of the Arterial Network in March 2007 where delegates were adamant that the conference would not be “just another talk shop”. Since the Task Team met in August 2007 to devise a three-year plan and budget, we have achieved our aims to run an arts journalism course, to establish a website, to grow our network (there are currently more than 800 on our database, having begun at about 65), to distribute a regular newsletter in English and French.

We have also initiated research into the impact of the arts on the African economy, trained researchers in this field and undertaken research into the viability of an African Fund for Arts and Culture to provide much-needed resources to artists and creative industries on the continent.

Furthermore, we have raised funding for a one-stop portal to provide a directory of information on arts and culture in Africa, to begin to establish a pan-African network of artist networks through the winter school, to host training courses for cultural entrepreneurs and seminars to reflect on and produce toolkits for effective arts marketing strategies appropriate to African conditions.

The Secretariat has also secured funding from Spier to house the Secretariat in a new entity – the African Arts Institute – for the next two years.

Importantly too, a range of partnerships has been established that will help us to realise our vision and pursue the various objectives that we have set. The head of the Secretariat has been appointed as the Programme Director of the World Summit on Arts and Culture, thereby potentially reinforcing synergies between the work of the Arterial Network and other international partners.

Cultural Diplomacy

A Forum for Young Leaders (CDA) was developed to fill the urgent need for cultural diplomacy on the African continent. It is based on the recognition that cultural diplomacy represents a valuable and under-utilised tool in helping Africa address its many challenges. The Forum will therefore produce a dynamic, informed group of young leaders that are aware of the potential for cultural diplomacy and have the necessary resource to organise their own initiatives.

The curriculum of the forum itself has been developed to provide the participants with clear examples of how cultural diplomacy is being used in many different areas and by a range of different actors. Seminars and presentations from leading figures in the fields of international relations, business, academia, and the media will be followed by question and answer sessions, group analyses, and discussions of the case studies.

Talent Campus Durban 24 - 28 July 2009 at the 30th Durban International Film Festival

The 30th Durban International Film Festival (22 July - 2 August 2009) is proud to announce the 2nd edition of Talent Campus Durban from 24 - 28 July 2009, an intensive 5-day programme of workshops and seminars delivered by film professionals to enhance both theoretical and practical approaches to filmmaking. The 2nd Talent Campus Durban theme Roots and Shoots: Creating a New African Cinema will focus activities towards the development of new partnerships between African filmmakers.

Talent Campus Durban invites filmmakers from Africa to apply to participate in these workshops and seminars, which take place in Durban, South Africa, over five days. In addition to specific activities offered by the Campus, the selected talents will have the opportunity to attend films and events at the 30th Durban International Film Festival.

Alter-Ciné Foundation Documentary Film Grants

The Alter-Ciné Foundation offers a yearly grant to young film and video makers born and living in Africa, Asia, and Latin America to direct a documentary film on the theme of rights and freedoms, including social and economic rights, women’s rights, the right to culture, and artistic creation. The Foundation will award a grant of CDN$10,000 to a video or filmmaker to assist in the production of a documentary project. The grant is aimed at young video and filmmakers who want to direct a film in the language of their choice that respects the aims of the Foundation.
The Foundation particularly supports documentary films that, as stated on their website, "dare to go against the tide, that take the side of the defenceless and question common assumptions by giving a voice to the voiceless, enriching our understanding of the world and helping us reflect on the possibility of changing the world from a perspective of peace, justice, equality and respect for differences."

UNESCO publishes papers on Article 16 of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions

With a view to the second extraordinary session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions that will run from March 23 to 25, 2009, in Paris, UNESCO is publishing a number of papers on Article 16 of the Convention, which concerns preferential treatment for developing countries. The following papers are available in English and French from the UNESCO website.

21st Panafrican Cinema and TV in Ouagadougou (FESPACO)

The 21st edition of FESPACO is this year focused on the theme “African Cinema: Tourism and Cultural Heritage”.
This theme aims at bringing African film professionals to use their skills and art in order to promote and value tourist richness and cultural heritage on the African continent.

Euro-African Campus for Cultural Co-operation

The Euro-African Campus for Cultural Cooperation will be held from 22-26 June 2009 in Maputo, Mozambique. The main aim of the Campus is to provide a meeting, training and exchange point for cultural agents in Africa and Europe to reflect, transfer knowledge, exchange experiences and discuss possible joint initiatives in the field of cultural cooperation, in the broader context of the contribution of culture to sustainable development.

The proposal has been designed by the Interarts Foundation and the Observatory of Cultural Policies in Africa (OCPA), in the framework of a cultural cooperation programme initiated in 2003 that involves research, awareness-raising, training and networking activities. Both organisations share an aim to further integrate cultural elements in development strategies and promote the transfer of knowledge and practices in the field of cultural policy. The Euro-African Campus for Cultural Cooperation aims to build on other relevant initiatives and involve other partners and organisations with shared aims, in order to guarantee the relevance and effectiveness of the event.

African Movie Academy Award (AMAA) Call for Entries 2009

The organisers of the AMAA have released guidelines for the 2009 edition of the awards billed to hold in Yenagoa, the Bayelsa State capital, Nigeria, on April 4 2009. Entries can be done online and submitted with the entry (ies) at the secretariat or at designated points and submission receipt obtained. Only films produced between December 2007 and December 2008 should be entered for the 2009 awards. Films by Africans in Africa or the Diaspora, with a particular focus on Africa, are accepted.
